There are a number of preliminary issues that an Examiner should consider in the early stages of the search process. These include claim construction, identification of the inventive concept and/or problem to be solved, consideration of earlier search results, Applicant/inventor searches and preliminary searching (otherwise known as “quick and dirty” searching).
