Overview

The Qualified Persons (QP) Portal supports accredited QPs to manage activities associated with PBR applications that have been accepted and assigned to them. This includes drafting, submitting and editing pre-examination trial agreements (PETA) and detailed descriptions. The portal is accessed through Online Services and is only available once an application has been accepted and a QP has been nominated.

This chapter provides guidance on common questions relating to:

• accessing the QP Portal

• viewing and managing applications

• submitting and editing PETAs and detailed descriptions

• understanding portal status and known system limitations

• correcting application data

• accessing supporting tools, datasheets and Part 2 application pathways

Outstanding issues and known limitations

The QP Portal has been extensively tested prior to release. A small number of limitations have been identified that may affect some users.

What are the known limitations of the portal?

If more than five comparator varieties are included in a detailed description:

• only the first five will appear in the PDF copy sent by email

• all submitted comparator data is still captured in the system

• all submitted comparator varieties will be published in the Plant Varieties Journal

Examiners will work with you to provide a version that includes all comparator varieties.

Applications migrated from IVDS

Some applications that were originally created in the Interactive Variety Description System (IVDS) and later migrated to the QP Portal may not behave in the same way as applications created directly in the QP Portal. In some circumstances, additional editing may be required when updating information that was entered before migration.

The most notable issues are listed below:

• If an application in IVDS did not have a state of expression recorded for a comparator characteristic before migration, then the QP portal does not generate a corresponding input field after migration. As a result, you will need to delete and re-enter the state of expression.

• The characteristic numbers for applications migrated from IVDS will not be populated.

These limitations only affect applications migrated from IVDS and do not affect PETAs and detailed descriptions created directly in the QP Portal.

Document preview before submission

The QP Portal does not currently provide the ability to generate a preview copy of a PETA or detailed description before submission. Users should review the information entered on the summary screens before submitting their document.

Once a document has been submitted:

• a confirmation email is issued;

• a copy of the submitted document is provided; and

• the submission can be reviewed as part of the examination process.

Improvements in this area are being considered as part of ongoing system enhancements.
